About the team
The Developer Experience Programs team shapes how engineers at 1Password work, and how engineers work shapes what 1Password ships. We run the programs, measurement, enablement, and cross-functional mechanisms that support developer experience across the software development lifecycle, and we build the feedback loops that help Engineering adopt new capabilities and continuously improve the speed and quality of delivery.
The team sits within Engineering Operations and works closely with Platform Engineering, Security, IT, and Finance. Platform Engineering builds and owns the underlying developer tooling, data platforms, and AI workflow systems. DevEx Programs partners with them on the decision, rollout, enablement, and measurement work that help those investments land effectively across Engineering.
The role
As a Senior Business Program Manager, you will run the programs and mechanisms that turn developer experience signals into program priorities for engineering at 1Password. You will design and own how we measure developer experience and effectiveness, and you’ll translate those findings into clear program decisions, including developer tooling and our impact measurement strategies.
The immediate priority is AI-accelerated software delivery, where demand is highest and traditional developer productivity measures are being tested by new tools and ways of working. This role is coming in at a formative stage: the team is new, foundational mechanisms are being stood up, and you’ll have a real opportunity to help shape how 1Password ships software.
This IC role is for a strong cross-functional operator who can bring structure to ambiguous decisions, turn signals into clear recommendations, and help partners across Platform Engineering, Security, IT, and Finance move to better, faster program decisions.
This is a remote opportunity within Canada and the US.
What you will do
Translate developer experience signals into program priorities.
Synthesize tooling data, measurement outputs, pilot results, and developer feedback into actionable insights.
- Bring those insights into portfolio planning, measurement reviews, and roadmap conversations with partner teams.
- Turn insights into clear recommendations on where to invest, expand, rationalize, or retire tools and related programs.
Lead the developer experience measurement program.
- Own the day-to-day program leadership for 1Password’s developer experience measurement platform: coverage, data quality, reporting cadences, and how signals are used operationally.
- Partner with Platform Engineering on metrics platform priorities, instrumentation, and data integrity, while owning program structure, stakeholder alignment, and operating cadence.
- Build the operating mechanisms that make developer experience and tooling data useful for decision-making.
- Support investment and portfolio decisions with adoption reporting, usage analysis, and impact-oriented recommendations.
- Evolve the measurement model as software delivery changes, especially where traditional signals become less representative of AI-native work.
Run developer tooling evaluation, pilots, and portfolio governance.
- Own intake, prioritization, and evaluation workflows for developer tools across the SDLC, with a near-term focus on AI tooling.
- Maintain the evaluation frameworks, decision criteria, and review mechanisms used to assess new tools and changes across the portfolio.
- Design and run structured pilots with clear hypotheses, baselines, success criteria, and decision points.
- Coordinate security review, integration approval, and related governance, including emerging integration patterns such as MCPs.
- Partner with IT, Finance, and Procurement on provisioning, licensing, renewals, and cost visibility across the portfolio.
What success looks like
- Engineering ships faster and with higher confidence because tooling decisions are streamlined and grounded in clear evaluation frameworks, pilots, and cross-functional input from Platform Engineering, Security, IT, Finance, and Procurement.
- The tooling portfolio is actively managed, with clear visibility into what to adopt, expand, rationalize, or retire.
- The developer experience measurement program is trusted and regularly used to guide investment and prioritization, with operating mechanisms that leaders and partner teams rely on.
- Investment recommendations are backed by a clear mix of adoption data, usage trends, developer feedback, pilot results, and measurement insights.
- The measurement model keeps pace with how software delivery is changing, especially around AI-native work.
What we are looking for
- 5+ years of experience leading complex cross-functional programs in a technical organization, especially where decisions are shared across multiple stakeholders.
- Background in developer experience, developer productivity, engineering effectiveness, internal platform programs, technical program management, or a related function.
- Familiarity with AI-accelerated development workflows, and an understanding of the tools, adoption patterns, and measurement challenges that come with them.
- Working familiarity with developer productivity and developer experience measurement frameworks (DORA, SPACE, DX Core 4, or similar), and a point of view on where they help and where they fall short.
- Ability to design evaluation frameworks, structure pilots, and turn mixed quantitative and qualitative inputs into clear recommendations.
- Strong judgment in ambiguous environments. You bring structure to messy inputs, clarify tradeoffs, and help teams move to decisions.
- Comfort partnering with engineering teams and technical leaders without needing to be an engineer yourself.
- Experience coordinating across partner functions such as Security, IT, Finance, or Procurement.
- Strong written and verbal communication, including executive-ready recommendations, pilot readouts, and concise decision-oriented summaries.
Nice to have
- Direct experience with AI developer tools such as coding assistants, code review tools, or agent frameworks.
- Hands-on experience with developer productivity measurement platforms or dashboards (e.g., DX, Jellyfish, LinearB, or in-house equivalents).
- Background in software engineering, engineering management, or technical program management.
USA-based roles only: The annual base salary for this role is between $115,000 USD and $161,000 USD, plus immediate participation in 1Password's benefits program (health, dental, 401k and many others), utilization of our generous paid time off, an equity grant and, where applicable, participation in our incentive programs.
Canada-based roles only: The annual base salary for this role is between $101,000 CAD and $141,000 CAD, plus immediate participation in 1Password’s generous benefits program (health, dental, RRSP and many others), utilization of our generous paid time off, an equity grant and, where applicable, participation in our incentive programs.
